Quick answer: Yes, visitors can ride a motorcycle in India, but not on a foreign licence alone. India’s transport ministry says a foreigner needs an International Driving Permit (IDP) issued in their own country, carried together with their home licence, and it must cover motorcycles. Some areas, including Arunachal Pradesh and restricted parts of Ladakh, also need a Protected Area Permit. Helmets are compulsory and riding after drinking is a criminal offence.
This is general information, not legal advice. Rules and fees change, so confirm the details with your national licensing body and with us before you book.
What you need to ride in India
| Document | What to check |
|---|---|
| Passport and Indian visa | Valid for your whole trip. |
| Home motorcycle licence | Must be valid and include a motorcycle category. |
| International Driving Permit (IDP) | Issued in your own country before you travel, in the 1949 Geneva Convention format. Carry it with your licence. |
| Protected Area Permit | Only if your route enters a protected or restricted area. It is arranged through a registered travel agency, and we arrange it for you on our tours. |
Your licence and the International Driving Permit
- A foreign licence alone is not enough. India’s Ministry of Road Transport and Highways says a foreigner cannot drive on a foreign licence. They can drive the specified category of vehicle if they hold an IDP from their own country, and that country is party to the 1949 Geneva Convention, for as long as the IDP is valid.
- Get the IDP at home. According to the same ministry FAQ, IDPs issued in India go only to Indian citizens, so a foreign visitor cannot get one here. Apply before you fly.
- It must cover motorcycles. An IDP only translates the categories on your own licence. A car-only licence does not let you ride.
- Ask for the 1949 version. India works with the 1949 Geneva Convention. If your country issues more than one type of IDP, ask for the 1949 one.
- Validity. A 1949 IDP is valid for up to one year from issue and never beyond your home licence. Carry both documents together whenever you ride.
- Staying longer. Visitors planning a long stay are generally told to get an Indian licence. Ask the local transport office (RTO) about the current process.
Why the paperwork matters
It is not only about the police. In September 2026 the Punjab and Haryana High Court held that a valid foreign licence alone does not authorise driving in India, in a case where an insurer was allowed to recover compensation from the driver and owner. Riding without a valid licence can also bring a fine of up to ₹5,000 and possibly a short jail term under the national Motor Vehicles Act. After an accident, missing documents can leave you without insurance cover.
Permits for restricted areas
Some border and sensitive regions need a Protected Area Permit (PAP) or Restricted Area Permit for foreign visitors. The Ministry of Home Affairs lists the whole of Arunachal Pradesh and parts of Sikkim among them. Restricted parts of Ladakh, such as the Nubra Valley, Pangong Tso and Tso Moriri, are also reported to need a PAP for foreigners, while Indian citizens use a different system.
- Groups and agents: permits are generally issued to groups of two or more, sponsored by a recognised travel agency with a set itinerary.
- Places and dates: a permit covers only the places and dates written on it.
- Fees and validity: these vary by area and change, so ignore old blog posts and ask us for the current position.
We handle this paperwork on our trips. When we curated a motorcycle trip to Umling La in 2022 for a French group of 9 riders, we arranged the ILP permits along with flights, stays, motorcycles, fuel, tour leads, a mechanic and a backup vehicle. We arrange all the internal permits for our tours. To do this we need a copy of your passport and your visa at least one month before you arrive.
Rules of the road
- Traffic keeps left.
- Helmets are mandatory. Every person riding a motorcycle must wear a helmet that meets Indian (BIS) standards. The national penalty is ₹1,000 plus possible suspension of the licence for three months.
- Do not ride after drinking. Under national law a first offence can mean up to six months in jail and/or a fine of up to ₹10,000.
- Penalties vary. States can raise these penalties, so the amount you pay depends on where you are.
- Keep your papers with you: licence, IDP, a copy of your passport and the motorcycle’s registration and insurance papers.
Before you fly: a short checklist
- Check that your home licence is valid and has a motorcycle category.
- Apply for a 1949-format IDP in your own country, and check its dates.
- Send us a copy of your passport and visa at least one month before you arrive, so we can arrange any permits.
- Keep digital and paper copies of your passport, visa, licence and IDP.
